Para reforzar la independencia de La Misión, se constituyó un Grupo Asesor multisectorial el cual está compuesto por un conjunto de lideres reconocidos por su experiencia y conocimiento en temas relacionados al trabajo de la Misión. Son personas de integridad reconocida, constituido para que revisen y asesoren en los aspectos clave de la Misión, incluyendo sus registros financieros y su informe.
Deanna Kemp es Profesora Adjunta en el Centro para la Responsabilidad Social en la Minería (CSRM por sus siglas en inglés), que es parte del Instituto de Minerales Sustentables (SMI) de la Universidad de Queensland (UQ), Australia. Ha trabajado durante 17 años en minería y relaciones con la comunidad, en roles académicos, corporativos, operacionales y como asesora externa. En el CSRM dirige un programa internacional de trabajo centrado en los conflictos entre empresas y comunidades, desplazamientos y reasentamientos, y derechos humanos y desarrollo. En la actualidad cumple funciones en el Panel de Revisión de Nuevos Miembros del Consejo Internacional de Minería y Metales (ICMM) y en la Junta Consultiva del Instituto para Empresas y Derechos Humanos (IHRB). Es también miembro de la Asociación Internacional para la Evaluación de Impactos (IAIA). En marzo del 2016, bajo la petición del Director de la Misión, la profesora Kemp completó su trabajo con el Grupo Asesor, y en su lugar pasó a apoyar al Equipo de la Misión en la redacción del informe final.
Carlos Monge es Director para América Latina del Instituto de Gobernanza de los Recursos Naturales. De 2002 a 2005 trabajó con el Grupo Propuesta Ciudadana (GPC) - una institución dedicada a promover la descentralización como proceso participativo - como Director de los Programas de Vigilancia Ciudadana, de Promoción de la Participación y finalmente como Director de Comunicaciones.
Es autor de varias publicaciones sobre el tema del desarrollo rural, movimientos sociales, descentralización, participación ciudadana y conflictos generados por industrias extractivas. Es además Investigador Senior en el Centro de Estudios y Promoción del Desarrollo del Perú, DESCO. Trabaja con numerosas organizaciones de la sociedad civil en temas de transparencia en el sector extractivo y ha sido miembro del directorio internacional de la Iniciativa para la Transparencia en las Industrias Extractivas. El Sr. Monge está graduado en Antropología por la Pontificia Universidad Católica del Perú y tiene un Doctorado en Historia por la Universidad de Miami.
El 8 de julio, 2016, el Dr. Bebbington informó RESOLVE de su retiro del Grupo Asesor.
To assure the independence of the Mission, a multi-sector Advisory Group has been established composed of leaders recognized for their experience and knowledge in subjects related to the work of the mission. The advisors are individuals of recognized integrity who review and advise on key aspects of the mission, including its financial records and report.
The members of the Advisory Group were selected as individuals, and not as representatives of organizations or associations. They were invited by Team Leader Tim Martin to participate and signed an agreement with RESOLVE for this purpose.
The members of the Advisory Group reviewed and commented on the terms of reference of the mission, its program of work, the risk assessment and mitigation plan, and the draft report, including its conclusions. The financial records of the mission will also be provided for their review.
Gino Costa is President of Ciudad Nuestra. He is an international consultant in public and citizen security with more than 25 years of experience, professor of the Master’s program of the Government and Public Administration of the University of San Martín de Porres, and weekly columnist of the newspaper El Comercio. Dr. Costa is also Lieutenant Mayor of the Municipality of Miraflores in Lima and member of the Latin American Group of the Interamerican Dialogue, headquartered in Washington, D.C. Since 2007, he has led Ciudad Nuestra, a centre for public policy on security. In 2009, as an independent expert, he conducted a comprehensive review of the security and human rights policies of Yanacocha/Newmont in the framework of the Voluntary Principles on Security and Human Rights. He studied law at the Catholic University of Peru and contemporary history at Cambridge University in England, from which he obtained his doctorate in 1987. He worked at the United Nations Centre for Human Rights in Geneva and in peace missions in Nicaragua, Honduras and in El Salvador, where he participated in the creation of the new civilian police force. In Peru, he participated in the creation of the national Ombudsman office and subsequently served as Deputy Ombudsman for human rights. Subsequently, he was President of the National Penitentiary Institution, as well as Vice-Minister and Minister of Interior. He has published twenty books and many articles in national and international journals.

Deanna has worked on mining and community relations issues for 17 years, in academic, corporate, operational, and external advisory roles. At CSRM she leads an international programme of work that focuses on company-community conflict, displacement and resettlement, and human rights and development. She currently serves on the International Council of Mining and Metals’ (ICMM) New Member Review Panel, the Advisory Board for the Institute for Human Rights and Business (IHRB) and is a member of the International Association of Impact Assessment (IAIA). In March, 2016, at the request of the Mission Director, Professor Kemp completed her work on the Advisory Group, and instead supported the Mission Team to write the final report.
Carlos holds a degree in Anthropology from the Pontifical Catholic University of Peru and Ph.D. in History from the University of Miami.
On July 8, 2016, Dr. Bebbington informed RESOLVE of his withdrawal from the Advisory Group.
